1. (C) On August 28, Department of Foreign Affairs and
International Trade (DFAIT) Deputy Director for East Europe
and Balkans Jeremy Wallace expressed appreciation for ref A
demarche, and said that his office had not yet decided its
stance on the Kosovo ICJ resolution at UNGA. Wallace
remarked, however, that while DFAIT is not keen to "get out
front" on the matter (ref B),he is confident that Canada's
position will track with that of the U.S. and other G-7
partners.
2. (C) Wallace observed that new Serbian Charge Branimir
Filipovic had called on him in mid-August. Filipovic
described the ICJ initiative as an effective way to dissuade
other countries from recognizing Kosovo, and noted that
Serbian officials thought they had the support required to
win a referral.
