1. (C) Department of Foreign Affairs and International Trade
(DFAIT) Afghanistan Task Force Director Richard Arbeiter said
on August 8 that Canada plans to propose a meeting of ISAF
Regional Command Sounth (RC-S) country ministers on the
margins of UNGA. The Canadians envision limiting the meeting
to RC-S ministers and SRSG Kai Eide, each with plus-twos, and
having a short, focused agenda of (1) Pakistan (Canada lead),
(2) elections (UN lead),and (3) the U.S. Deployment to RC-S
(U.S. lead).


2. (C) DFAIT Assistant Deputy Minister Yves Brodeur will
contact Assistant Secretary Boucher directly to confirm U.S.
support for the ministerial meeting and agenda, and to
suggest a subsequent meeting of himself, Boucher, and their
UK counterpart Adam Thomson. According to Arbeiter, Broduer
would like to discuss the same agenda items in greater detail
at the subsequent smaller meeting.
