1. (SBU) DCM contacted MFA Political Director Vegard Ellefsen
(who was in New York for UNGA) stressing points in reftel.
Ellefsen was unaware of this issue but promised to get back
to us once he found out more. Steffen Kongstad, head of MFA
Security Policy Section, after hearing reftel points was
noncommital, saying only that Norway,s preference is to
include rather than exclude. He did not object when we
stressed the importance of maintaining the integrity of the
IAEA but the GON seems likely to at best play a neutral role.
Post had also pressed Deputy FM Raymond Johansen on this
during a September 9 visit by Ambassador Greg Schulte of USUN
Vienna. On September 24 DCM pressed the MFA Americas
Director Morten Aaslund to get us an answer soonest.
