1. (SBU) Foreign Minister Jonas Gahr Stoere released an
August 26 statement sharply criticizing Russian recognition
of Abkhazia and South Ossetia. Embassy had spoken with
Norwegian MFA Assistant Director General Dag Halvorsen,
leader of the MFA's Caucaus section on August 25 to explain
U.S. objections to possible Russian recognition of Abkhazia
and South Ossetia. Stoere's statement echoed U.S. objections
stressing the principle of territorial integrity set out in
the UN Charter and saying that Russia's action violates these
principles, is not condusive to a peaceful solution and
undermines the ceasefire. Stoere stated that in Norway's
opinion the recognition has no basis in international law,
and that Norway will support efforts by the OSCE and the EU
to find a permanent solution within Georgia's existing
borders.
