1. (C) Poloff met with West Balkans MFA section head Nils
Kamsvaag, who confirmed that Norway would pledge
approximately $26 million dollars for this year in aid to
Kosovo at the July 11 donor's conference. The MFA has
requested approximately $80 million over the next three
years, but this has not yet been approved at the political
level. Provisionally, Norway intends to contribute
approximately $2.4 million to the World Bank multi-donor
trust fund, although Kamsvaag said that to his knowledge,
this was not the same as the "debt relief" trust fund.
2. (C) Norway will be represented at the conference by Tobias
Svenningsen, who is Mr. Kamsvaag's deputy and will be the
acting head of section. Kamsvaag was surprised that
Henrietta Fore would head the US delegation, as he said that
the invitation to the conference contemplated a lower level
of representation. Kamsvaag equivocated about whether State
Secretary Elisabeth Walaas would attend as well.
