(C) On April 30 MFA Middle East Section Deputy Director
General Ingrid Schoeyen confirmed to us that Italy and Turkey
will be special invitees at the May 2 Ad Hoc Liaison
Committee (AHLC) London meeting, stressing that both
countries met monetary thresholds. Referring to Italian
"finger pointing," Schoeyen believed some misunderstandings
had occurred leading up to the invites, and no AHLC member
was seeking to exclude countries as invitees. Rather, she
emphasized that the invitation process was forged on
consensus, and that the very agreement of the AHLC membership
to include special invitees was a significant step forward.
Schoeyen also noted that there was no discussion of enlarging
the AHLC committee.
