(C) On December 11, Poloff delivered Ref A demarche to
Michalis Zacharioglou, Counselor in the MFA Department of
Development Cooperation and Humanitarian Aid. Zacharioglou
was pleased to hear the Pakistan Donors Conference would be
postponed until January 2009 or later, as Foreign Minister
Kyprianou was hoping to attend but would have had a conflict
on December 16. Zacharioglou stated that he had spoken to
the Minister about this matter on December 10. Cyprus
intends to make a donation, although the exact amount would
not be known until February, when the Finance Ministry
releases new foreign assistance funds to the MFA (Ref C).
Zacharioglou suggested that if the Pakistan Donors Conference
were to take place at that time or afterwards, Cyprus likely
would be able to commit to a specific monetary pledge.
