(C) PolOff on November 26 delivered reftel demarche to
Michalis Zacharioglou, Counselor in the MFA Department of
Development Cooperation and Humanitarian Aid. Zacharioglou
stated that while Pakistan is not traditionally a high
foreign assistance priority for Cyprus, the Ministry does
take into consideration the important financial and economic
reforms that Pakistan has taken in order to reach an
agreement with the IMF, and would like to provide help to
Islamabad to strengthen its ability to increase needed social
sector spending. Zacharioglou is sending a memorandum to
Foreign Minister Kyprianou recommending that the Ministry be
represented at the December 16 Donors' Conference on
Pakistan. He also intends to recommend the GoC make a
pledge. A final decision would need to come from the
Minister himself, most likely in consultation with the
Ministry of Finance. Should a pledge of assistance come
about, Zacharioglou concluded, it would probably "not be
substantial" and not arrive until 2009, when the Finance
Ministry releases new foreign assistance funds to the MFA.
