(C) MFA Western Balkans Desk Officer Olympia Neocleous on
October 7 told us that Cyprus took note of the USG decision
to oppose Serbia's effort at UNGA to refer a question on
Kosovo's independence to the International Court of Justice
(ICJ). In a reprise of an earlier demarche response (Ref B),
Neocleous voiced her government's strong support of Serbia's
ICJ initiative which, she claimed, was fully in line with
international law. She noted that efforts were underway in
Brussels to adopt a common EU position on the UNGA vote, with
many member states pushing for abstention. Cyprus did not
agree with this stance "on principle," however, and likely
would not go along with the EU majority.
