1. (S) Summary: At 1100 hrs local on May 10, Ambassador
Schlicher convened an Emergency Action Committee (EAC)
meeting to review the latest developments concerning the
Lebanon crisis, follow up on yesterday's EAC meetings (reftel
A and B),and discuss the mobilization of services necessary
to support a resumption of the Beirut Air Bridge (BAB). AMB,
DCM, RSO, RAO, PAS, POL, ECON, MGMT, GSO, CONS, CLO and DAO
were in attendence. EAC members discussed updated resource
and staffing needs, which Post will submit to Washington on
May 12. IPC has established a group e-mail collective
accessible to outside agencies called NicosiaLC@state.gov.
The next EAC meeting will be May 12. End Summary.

Supporting the Beirut Air Bridge
--------------

2. (S) EAC members discussed what would be necessary to
mobilize internally in order to support a BAB. The DCM
provided via e-mail to the Operations Center and Embassy
Beirut information on what is needed (based on similar
circumstances in 2006) to stand up a BAB.


Funding and Staffing Issues
--------------

3. (C) Management (MGMT) reiterated that any additional costs
and staffing would have to be paid for by Washington, as Post
does not have the funding. DCM Zimmerman requested all
section heads to update their resource requests. The DCM
requested section heads to consider two scenarios (supporting
Embassy Beirut vs. supporting a NEO) for staffing requests,
and to indicate specific skill sets and/or propose particular
individuals. An updated staffing request will be submitted
to Washington on May 12.

Communications
--------------

4. (C) IPC has established a collective e-mail address
accessible to outside agencies called NicosiaLC@state.gov,
and a classnet collective e-mail (NicosiaLC@state.sgov.gov).
IPC has also set up shared classified and unclassified
directories so that Embassy Nicosia staff can access internal
documents.


Next Meeting
--------------

6. (C) The AMB declared that the next EAC meeting will be
held on May 12.
