1. Unauthorized disclosure of the information provided below is
prohibited by Section 12(c) of the Export Administration Act.


2. On March 26, 2008, Export Control Officer (ECO) Paul Cushman and
BIS FSN Shailendra Srivastava conducted a Post-Shipment Verification
(PSV) at Bhatia Tools and Technology Ltd. (BTT),Bangalore.


3. BIS requested a PSV at BTT, a private sector company located at
17, L/LKeshaveraj Layout, Cambridge Road, Ulsoor, Bangalore, Tel:
91-80-2551-1037, Fax: 91-80-2554-4863. BTT was listed as the
ultimate consignee for two absolute pressure transducers, 1000 torr
range, manufactured by MKS Instruments Inc., Andover, Massachusetts.
Export License: D363896. ECCN: 2B230.


3. ECO and FSN Srivastava met with Mr. B. Bhatia, Director, Ms.
Chaya Bhatia, Director and Mr. Nishant Bhatia, BTT.


4. BTT representatives were not aware of the BIS regulations and
this was the first visit of BIS officials to their facility. Mr.
Bhatia provided copies of documents pertaining to this transaction
including MKS Commercial Invoice, BTT Purchase Order, MKS
Quotation/Performa Invoice, BTT End-Use Statement, Form BIS-711 and
Delivery Challan confirming receipt of the transducers. A
substantially similar version of the license conditions was printed
on the MKS Commercial Invoice. ECO provided a copy of the actual
license conditions to Mr. Bhatia. He reviewed the conditions,
stated that he had complied with these conditions and would continue
to do so.


5. Mr. Bhatia confirmed the stated end-use. He said the pressure
transducers are used to calibrate the pressure products used in
various industrial processes and to check the absolute pressure in
the vacuum chambers for industries such as refrigeration, electronic
chip manufacturing, and composite curing. In addition, the
transducers are used to measure the pressure range in a plasma
enhanced chemical vapor deposition system. Also, BTT uses the
transducers in the development of test chambers which are used to
study the behavior of components at higher altitudes.


6. After the meeting, the BIS team was given a tour of the BTT
facility where the ECO verified the pressure transducers' serial
numbers as 12XX06014904603 and 12XX06014904604, model number
722A13TBB2FA, input +13-32 VDC and output 0-10 VDC.


7. Established in 1987, BTT is small-sized, family-owned company.
BTT began as a distributor for leading European companies such as
STAHLWILLE. It has since evolved into a full-service firm,
providing after-sale maintenance and consulting services for the
full range of products it sells throughout India. BTT has 25
full-time employees. BTT is located in a three-story dwelling in a
residential neighborhood. The transducers are stored in a double
locking cabinet, within the laboratory which is locked and has bars
on the windows. After hours, the entire facility is locked. A
security guard is on duty at the facility 24/365.


9. Recommendation: At the time of this visit, Bhatia Tools and
Technology appeared to be a suitable recipient of the U.S.-origin
technology. The items on check were physically verified and were
being used in a manner consistent with the Export Administration
Regulations.
