Affairs Richard Boucher and Ambassador Mulford delivered
reftel demarche to Indian Foreign Secretary Shivshankar
Menon. Ministry of External Affairs Joint Secretary
(Americas) Gaitri Kumar and Joint Secretary T.C.A. Raghavan
in separate March 4 meetings. Menon affirmed that India will
implement the sanctions, although he admitted that he was
"not sure of the effect." He underlined that the last thing
that India wants is for Iran to develop nuclear weapons, and
he highlighted the International Atomic Energy Agency's
report that Iran has increased its enrichment activity. He
also warned that Iranian leaders believe that the country's
strategic position has improved, although President Mahmoud
Ahmadinejad's political position has weakened. Boucher urged
Menon to "do everything you can." Menon related that some in
Parliament had attacked India for "being mean to Iran and too
nice to Israel." In a separate meeting later March 4, Joint
Secretary Raghavan echoed Menon's comments and stated "with

100-dollar oil, I'm not sure sanctions will work." Boucher
replied that the sanctions are about more than just
economics, pointing out that young people in Iran want
"contact and acceptability" in the world.
