1. (U) Underlining the importance of continuing the
productive U.S.-India export control dialogue, poloff
delivered reftel points February 4 proposing February 13 for
the next round of talks in Washington, with alternate dates
proposed in March. MEA Director (Disarmament and
International Security) (DISA) Amandeep Singh Gill responded
that February 13 was "out of the question" because he will
attend meetings in Tokyo that week. Moreover, MEA/DISA
Deputy Secretary Jayant Khobargade, who also addresses export
control issues, will conduct an industry outreach in Mumbai
on February 13. Regarding the March dates, Gill related that
he would likely have to attend another Ministry's meetings
tentatively scheduled on March 5-6, but would provide a more
definitive response later. Gill acknowledged the importance
of engaging on export control issues, and said he looked
forward to receiving the non-papers.
