1. (SBU) After a full-court press by numerous mission
officials, Bhutanese Prime Minister Jigme Thinley told the
Ambassador on November 20 that the RGOB would again abstain
on the Iran no-action motion despite pressure from fellow
Non-Aligned Movement (NAM) states, especially Iran. Post
views the absentions as a continuation of Bhutan's gradual
show of independence in the international community,
particularly by not voting with India.
2. (SBU) Unfortunately, Post did not enjoy the same success
with the GOI. Under Secretary for UN-Political Vishwesh Negi
told Poloff that the GOI has no official response to reftel.
Post notes that voting decisions such as these are often made
by India's Permanent Representative in New York. Post
believes it is unlikely that the GOI will change its vote
from last year.
