1. (C) A/PolCouns delivered reftel demarche on "Kosovo
recognition, donors conference, IMF and World Bank membership
following UN reconfiguration" to External Affairs Ministry
Joint Secretary (Americas) Gaitri Kumar on June 30. In a
July 1 follow up with Kumar's staff, Americas Director Vani
Rao said that our points had been shared with MEA's East
Europe Division, but that the Ministry had not reached a
formal response. Post will follow up in the coming days.
2. (C) On the specific question of recognizing Kosovo's
independence, as was reported in refs B-D, Post believes
India is unlikely to recognize independent Kosovo in the near
term. Post has also been in contact with UK High Commission
counterparts, who have also made three similar demarches
since February, once with the French and Germans, coming to a
similar conclusion.
