1. (C) On February 21, the Ambassador raised the issue of
Kosovo's independence directly to Foreign Minister Moses
Wetangula. He urged Wetangula to recognize Kosovo's
independence as quickly as possible.


2. (C) Wetangula and other Government ministers remain deeply
engaged in negotiations with the opposition Orange Democratic
Movement to end Kenya's post-election crisis. So far, we
have received no indication that the Government will
recognize Kosovo's independence in the near term, but we will
continue to follow up on the issue as appropriate
opportunities arise.
