1. (C/Rel KE) We shared reftel A points and non-paper with
MFA Director of Political Affairs Ambassador Benson Ogutu,
Americas Desk Head Ambassador Binsai Chepsongol, and
International Organizations and Conferences Head Anthony
Andanje. Andanje responded that the Kenyans will join the
Contact Group on Piracy, and would so inform their UN
Permanent Representative Zachary Muita-Mburi.
2. (SBU) In November the Government of Kenya took custody of
and pledged to prosecute eight Somali suspected pirates
arrested by a United Kingdom warship (ref B). Subsequently,
the Kenyan government signed a memorandum of understanding
with the UK to accept and prosecute additional arrested
pirates brought to Kenya in the future. The Kenyans are
reportedly working on a separate, similar agreement with the
European Union. Kenyan Foreign Minister Wetangula, both
publicly in his December 11 speech to a UN- and
Kenyan-sponsored piracy conference, and privately to us,
pledged to prosecute as many pirates as could be brought to
Kenya. Kenya favors greater international coordination on
piracy.
3. (U) Separately, with regard to the December 16 New York
meeting of the long-established quarterly International
Contact Group for Somalia, Andanje also confirmed PermRep
Muita-Mburi will attend for Kenya.
