1. (SBU) As instructed reftel, Embassy Nairobi Blue Lantern action
officer and Kenya-U.S. Liaison Office (KUSLO) end-use monitoring
officer contacted Kenyan Brigadier General J. Otieno to arrange a
post-shipment/end-use check on the delivery of 741 pieces of
military communications equipment with a license value of over $15.8
million (DTC 05-050018734).


2. (SBU) On January 9, 2008, KUSLO deputy chief, KUSLO end-use
monitoring officer, and Blue Lantern action officer paid courtesy
calls on BG Otieno at the Ministry of State for Defense and on Army
Administration Unit BG Oyagi, who told emboffs that the Kenyan Army
had received two consignments of the Harris Corporation
communications equipment, which remain warehoused and yet to be
distributed to any Army units. A third (and final) assignment of 38
pieces awaits customs clearance at the Jomo Kenyatta International
Airport. BG Oyagi said he expects distribution of the
communications equipment to begin on January 16.


3. (SBU) Following the courtesy calls, KUSLO end-use monitoring
office and Blue Lantern action officer visited the Kenya Army
Ordinance Headquarters Depot, where they visually inspected several
hundred boxes of Harris communications equipment. With the full
cooperation of Army Ordinance Depot commander, Lt. Colonel Kibaru,
emboffs were permitted to review the two consignments' bills of
lading and the Harris packing lists, along with the base's own
inventory docket -- a registration book of received items. The
registration book carefully listed the contents of consignments
received on 5 June 2007 and 31 October 2007. Once the Kenya Revenue
Authority clears the third consignment, the Kenyan Army will begin
installing the communications equipment in its Humvees, tanks, and
other vehicles.


4. (SBU) Embassy Nairobi Blue Lantern action officer and KUSLO
end-use monitoring officer confirm that the Kenyan Ministry of State
for Defense has received this shipment listed on the United States
Munitions List and that its articles will be used for the purpose
stated on the license.
