1. (C) Pol-Econ Chief delivered reftel demarche on March 5
to Humaid al-Ma'ani, Office Director for Ministry of Foreign
Affairs Secretary General Sayyid Badr al-Busaidi. Al-Ma'ani
replied that Minister Responsible for Foreign Affairs Yusef
bin Alawi, who would lead Oman's delegation to the OIC
Summit, was currently in Cairo for the Arab League
ministerial meeting and would likely not return to Oman
before proceeding to Senegal for the summit. To ensure that
bin Alawi received the message, al-Ma'ani suggested that the
U.S. contact the Minister or his staff while in Cairo to
deliver the information.
2. (C) Bin Alawi is planning to meet with NEA A/S Welch
while in Cairo on March 6. Post will contact Embassy Cairo,
which already has contact information for bin Alawi's senior
advisor who is traveling with the Minister, and suggest that
reftel message be included in the issues raised by A/S Welch.
