1. (S) On February 27 we delivered reftel non-paper (Ref B)
regarding U.S. views of International Atomic Energy Agency
(IAEA) assessments of Iran's activities to Alexander Trifimov
of the MFA Department of Security and Disarmament Affairs.


2. (S) Trifimov contended that Iran had been relatively
forthcoming on the issue of centrifuges, even discussing its
new IR-2 centrifuges and allowing access to the centrifuge
hall. However, he acknowledged it was clear Iran "has to do
more." Trifimov offered that Russia might be supportive of a
IAEA Board of Governors resolution condemning Iran, in
conjunction with the passage of a third sanctions resolution.


3. (S) On February 28 we followed up with Trifimov,
delivering the additional points (Ref A) on IAEA Deputy
Director for Safeguards Heinonen's February 25 "technical
briefing" to IAEA Member States. Trifimov thanked us for
keeping the MFA informed but had no further comments.
