(S) We raised ref A concerns about Russian firm
Rosoborohnexport's contract to upgrade Iran's Kvadrat (U.S.
designator: SA-6 GAINFUL) air defense missile systems with
MFA DVBR Counsellor Andrey Makov on January 10 (S-300
demarche ref B). We noted the possibilty that such
activities could trigger INKSNA santions. Makov said he was
not aware of the contract or of the shipment of calibration
equipment to Russian firm ZAO NFP Techoyaks from Iran in
October 2006, but agreed to look into the matter.
