1. Unauthorized disclosure of the information provided below is
prohibited by Section 12C of the Export Administration Act.


2. Reftel 1 requested a Post-shipment verification to determine the
legitimacy and reliability of the end-user, UAB Arnika, Gardino g.
55, LT-66191, Drushkininkai (Vilnius),Lithuania. The company is
listed on BIS license application: NLR as the ultimate consignee of
one (1) seismograph 24 channel, style no. SMART-SE24 with spares and
accessories for surveying. ECCN 6A999. Controlled for anti-terrorism
(AT) reasons. The exporter is Geometrics, 2190 Fortune Drive, San
Jose, CA 95131.


3. On November 11, 2008 through December 5, 2008, Export Control
Attach Peter Liston made contact with various entities within UAB
Arnika, via facsimile, email and by telephone. ECO Liston advised
UAB Arnika of the Export Administration Regulations as they pertain
to Dual Use commodities exported from the United States under a
Commerce license. UAB Arnika was advised the ECO would like to
conduct a EUC at their office regarding the seismograph 24 channel,
style no. SMART-SE24 with spares and accessories they received from
the U.S. on or about February 1, 2007.


4. ECO Liston spoke with UAB Arnika General Manager Roland
Geremimas, who advised ECO Liston that the person responsible for
the seismograph 24 channel, style no. SMART-SE24 with spares and
accessories was Alexey Kuzmin, and provided a contact telephone
number (+7-9067-468-242) for Kuzmin in Russia. ECO Liston called the
contact number and spoke with Roland LNU. Roland LNU provided ECO
Liston with Alexey KuzminQs Russian mobile number, +7-921-27-35-671.
ECO Liston called and spoke with Alexey Kuzmin, who advised that he
purchased the seismograph 24 channel, style no. SMART-SE24 with
spares and accessories from Geometrics and then caused it to be
diverted to Russia and sold to the Kolskiy Mining Institute in
Apatit, Russia, Kuzmin stated that the POC at the Kolskiy Mining
Institute is Maxim Svetlov, email: mms@mail.ru.


5. Alexey Kuzmin advised ECO Liston that he no longer has any
paperwork regarding shipping the seismograph 24 channel, style no.
SMART-SE24 with spares and accessories from Lithuania to Russia.


6. Throughout the protracted communications with UAB Arnika, ECO
Liston was told by Mr. Roland Geremimas, General Manager of UAB
Arnika, that he would meet with the ECO in his office during the
week of December 2, 2008. GM Geremimas told ECO Liston that he
would advise later of the exact time and date. GM Geremimas
eventually refused to meet with ECO Liston.


7. Recommendations: Post cannot/cannot recommend UAB Arnika,
Druskonikai (Vilnius),Lithuania or Alexey Kuzmin, Russia as
reliable recipients of sensitive U.S. origin commodities.
