1. (SBU) On June 25, we passed reftel information on the U.S.
priorities for the Universal Postal Union (UPU) Congress to be held
July 23 to August 12 in Geneva to GOR officials at the MFA's North
America Department, the International Department of the Ministry of
Communications and Mass Media, and the Americas Division of the
Ministry of Economic Development. On July 9, we followed up with
Alexander Zakharov, Counselor and Director of Bilateral Relations in
the MFA's North AMERICA Department. Zakharov said that the GOR had
no substantive reaction at this time to the U.S. priorities for the
UPU or the U.S. candidacies for election to the Council of
Administration and the Postal Operations Council.
