1. (U) On December 16 and 17, post delivered reftel demarche
to the MFA's Director of Human Rights, Laura Dupuy and
President of Amnesty International Marisa Ruiz. Both parties
reported wide-spread awareness of the May review. The MFA
indicated that they are currently compiling their submission.
Ms. Ruiz spoke on behalf of human rights groups in Uruguay
and relayed that they are also participating in the review.
