1. (SBU) Econoff contacted Leonardo de Leon, President of Uruguay's
state-owned sugar producer (ALUR) to inquire about Uruguay's plans
to use its TRQ by September 30, per request in ref A.


2. (SBU) De Leon explained that the TRQ remains very important to
ALUR but that during recent years they have been concentrating on
plant upgrades and improvements and were unable to utilize the
quota. De Leon indicated that ALUR was currently exploring
potential sales to the U.S. De Leon added that he will keep in close
contact with the Embassy to inform of progress.


3. (SBU) Comment: as there were no exports to the U.S. in FY06 and
FY07, Embassy believes it is unlikely that ALUR will fill the FY08
TRQ for Uruguay. ALUR is a relatively new GOU project and the lack
of exports was not surprising. The TRQ for Uruguay should not be
modified. End Comment.
