1. (SBU) AmEmbassy Montevideo convened an EAC to discuss the
security for our planned 4th of July events. In attendance
at the EAC were the DCM, RSO, POL, and RAO. There is no
known country-specific or regional terrorist threat in
Uruguay at this time.
2. (SBU) Both of our July 4th functions will be held at the COMR.
This location has good set-back, a high perimeter wall,
24-hour local guard coverage, and other physical security
safeguards. The official 4th of July event will be held at
noon on July 3rd. A platoon (40) of police will be deployed
outside the COMR for security and crowd/traffic control. A
squad (12) of local guards will be inside the compound
providing security. The RSO, FSNI's, and Marines will be
providing internal security during the event. WTMDs,
hand-held metal detectors, and positive ID of guests by
protocol and/or security will be used for access control.
Approximately 800 dignitaries, diplomats, business contacts,
etc. are expected to attend.
3.(SBU) The second event will take place at noon on July 4th.
Approximately 150 AMCITS are expected to attend.
Approximately 20 security personnel will provide security
screening and access control. Emergency medical services
will be on site during both events. Surveillance detection
personnel will also be deployed during both events. We deem
our security plan and preparations adequate for the current
threat environment. Should this threat assessment change we
will reconvene the EAC and adjust our security posture
accordingly.
