1. On March 24, 2008, Polcouns delivered reftel demarche to
Ambassador Julio Moreira, the MFA's new Deputy Director
General for Political Affairs and to Laura Dupuy, the MFA's
Americas Desk Director. The officials acknowledged the poor
human rights record in North Korea (DPRK) and implied that
Uruguay would be likely to support the extension of the DPRK
Special Rapporteur mandate. They did not, however,
immediately offer to lobby other countries in support the
country-specific mandates and to co-sponsor them. Moreira
said he would consult with other MFA colleagues on this
issue. Embassy will report any further developments septel.
