1. Julian Juarez, the Deputy Director General of the
Office of Peace and International Security in the Foreign
Ministry's UN Office, advised Deputy PolCouns 4/2 that Mexico
had secured GRULAC's support for Mexico's bid for a UNSC seat
for
the 2009-2010 term. Mexico appreciated the importance of the
U.S. role in the UN and welcomed greater insight into U.S.
priorities for the UN in the coming years. Deputy PolCouns
deferred to U.S. experts in the Department and New York on
the
UN but noted informally the continued emphasis we would
likely
place on 1)UNreform; 2)strengthening efforts to combat
proliferation
threats in Iran and elsewhere; and 3) reclaiming UN
leadership
on human rights issues. Juarez signaled Mexico may take up
its
candidacy with the U.S. at the upcoming SSP Leaders Summit in
New
Orleans on 4/21-4/22.
2. Action Request: Embassy requests Department review U.S.
priorities for the UN that we could share with the GoM.
