Poloffs met with Julian Juarez Cardenas, the Deputy Director
General for UN-Related Security and Legal Issues at the
Foreign Secretariat (SRE),on April 3 to convey (per reftel
points) the importance the U.S. attached to compliance with
UNSCR 1803 including guarding against the sale of dual use
items and implementing the travel ban relating to designated
individuals. Juarez told poloffs that he had already
forwarded the resolution and supporting information that we
had provided him in March to customs and immigration offices
and other relevant entities including the Ministries of
Government, Defense, Navy, Treasury, Economy, and
Communications and Transportation, as well as the National
Banking Commission. He assured us that Mexico shares our
concern regarding Iran's lack of transparency relating to its
nuclear energy activities. He advised that Mexico has no
commercial dealings with Iran in any proliferation-sensitive
technology.
