CONCERNING MALDIVES DRAFT RESOLUTION

1. Poloff delivered reftel points to Mariana Salazar
Albornoz, Area Director of International Policy on Economic,
Social and Cultural Rights and Dr. Rodolfo Godinez Rosales,
Director for the Environment under the General Direction of
Global Themes, both of the Secretariat of Foreign Relations
(SRE). Salazar was aware of the Human Rights Council meeting
scheduled to discuss the Maldives' resolution on climate
change and human rights. She took note of the US position
but indicated that she would need to consult with Godinez
Rosales (who did not provide a response) and advise Post of
any decisions Mexico takes regarding this issue.
2. Comment: The GOM has been historically critical of U.S.
climate change policy. It recognizes that Mexico is the 13th
greatest greenhouse gas emitter in the world and is working
to reduce its emissions of CO2. Given Mexico's role in
contributing to large greenhouse gas emissions, post suspects
that Mexico will likely vote against the Maldives' resolution
in the Council. Post will continue to inform the Department
of any insight SRE offers regarding its position on this
issue. End Comment.
