1. (SBU) Poloff conveyed points November 26 on the IAEA's
reports on Iranian and Syrian nuclear programs (reftel) to
Julian Juarez Cadenas, the Deputy Director General for
UN-Related Security and Legal Issues at the Foreign
Secretariat (SRE). Juarez said that the Government of Mexico
(GOM) continues to believe that Iran should cooperate fully
to resolve any of the outstanding issues surrounding its
nuclear program.


2. (C) Juarez said that Mexico, as one of the members of the
IAEA Board of Governors, believes that Syria should cooperate
fully with the IAEA investigation, including the
determination of the origin of the uranium remains found at
Al-Kibar, and that Syria should be required to present all of
the information about the site. However, the GOM believes
that Syria's request for an IAEA feasiblility study and site
survey for a nuclear power plant under IAEA's Technical
Cooperation program should be considered separately as long
as it has nothing to do with Al-Kibar.
