SUBJECT: MASERU REQUESTS FSN EXECUTIVE CORPS ASSISTANCE
1. Maseru requests AF LES Executive Corps training support at
the earliest possible opportunity.
2. We have experienced a high rate of turnover in both LES and
USDH staff over the past two years. Hands-on training
assistance would be extremely beneficial to the entire
management team. Unfortunately, due to Maseru's limited
staffing pool, turnover negatively impacts institutional
knowledge in the affected area.
3. Specifically, post requests training in the following areas:
-- General warehousing operations, inventory reconciliation,
supply management
-- Property management, NEPA, and WEBPASS
-- Procurement and contracting
4. Although post would welcome any Executive Corps training
visit, Mr. Frank Opoku-Appoh appears to have the most relevant
experience based on post needs.
5. We expect that approximately ten employees (or about 60% of
our General Services staff) would be directly trained by the
Executive Corps member. The spillover benefits would be even
more significant as we are currently transitioning new agencies,
and many more new staff into the Mission, and any assistance in
any of the requested subject areas will made a substantial
impact on post operations and accountability.
