1. (C) During an April 21 conversation on an unrelated
matter, Spanish MFA Political Director Rafael Dezcallar told
the DCM that Spain wished to express its full support for a
U.S.-led initiative in the UN Security Council on combating
piracy (ref. A). Referring to post's initial demarche on the
subject (ref. B),Dezcallar said that the U.S. proposal had
gone up to the highest levels of the GOS and come back down
with instructions to fully support it. He said that Spain
would be willing to explore multilateral coordination of
operations with Spanish, U.S. and other naval assets in the
region, and he emphasized that the issue had taken on new
urgency in the GOS in the wake of the attack and seizure by
Somali pirates of a Spanish fishing vessel with 26 persons
aboard, including 13 Spaniards, in international waters off
Somalia on April 20. The Spanish military has sent a frigate
from the Red Sea to pursue the pirates, but the GOS is
currently seeking international assistance in locating the
fishing vessel.
2. (C) Dezcallar made the deliberate point of mentioning to
the DCM that in the wake of what he characterized as a
challenging period in the bilateral relationship, this could
be an excellent opportunity for the U.S. and Spain to
collaborate as allies.
