(C) DCM delivered reftel demarche on discouraging Russia
from upgrading relations with Abkhazia and South Ossetia to
Spanish Political Director Rafael Dezcallar April 21.
Dezcallar said that Spain agrees with the U.S. and Georgian
position and is itself very concerned about the Russian
actions. Spain fully supports the EU common statement and
position. DCM asked whether the GOS would be willing to
weigh in bilaterally with the GOR on the issues, and
Dezcallar replied that he would do so but not immediately.
He said Spain would raise the point at an appropriate time in
a future meeting with the Russians, and he undertook to
inform DCM after doing so.
