1. (C) As per reftel request, Econoff spoke with Spanish
company GECI Espanola representatives December 3 as part of a
pre-license check on C-130 aircraft parts to Spain. Geci
Project Manager Billy Noboa informed Econoff that the C-130
parts specified in reftel are not/not intended for the
Spanish Ministry of Defense, but rather for the Peruvian
Ministry of Defense via two intermediaries. Noboa further
explained that although GECI does indeed have a letter of
intent into US company Eviation for C-130 parts for a Spanish
MOD contract the company hopes to renew, this letter of
intent is not related to the reftel parts.


2. (C) The reftel C-130 parts (disk subassembly stationary
part number 5002565, NSN 1630-01-003-8538) will be going to
Geci's subsidiary in Valencia, Geci Levante, which will then
export the parts to RVC Consultores Aeronauticos in Lima,
Peru. RVC would in turn use the parts in relation to a
contract with the Peruvian Ministry of Defense. Noboa said
that the purchase orders for that transaction have been
arranged. The POC for the Peruvian company is Ruben Carpio
at 511 944 027 492.


3. (C) Noboa added that GECI is very much aware of the
requirements of USML and takes them seriously. He said that
the C-130 parts would be stored in GECI Levant's secure
storage facility for less than a week in Valencia before
being shipped to Peru.


4. (U) GECI Espanola and its subsidiary GECI Levante are both
established companies in Spain. GECI Espanola was established
in 1983 and is based out of Cadiz. Its subsidiary GECI
Levante was established in 2000 and is based out of Valencia,
Spain. GECI Espanola's focus is on products and services
related to telecommunications and navigation systems, while
GECI Levante caters to aircraft spare parts distribution and
technical support services.


5. (SBU) According to Noboa, GECI Levante's and Geci
Espanola's list of clients include Iberia airlines, Spain's
MoD, RENFE, (Spain's public enterprise in charge of
railways),and AENA (Spain's public enterprise in charge of
Spain's airports). Noboa indicated that GECI Levante is
hoping to expand its client base to more countries in South
America. Right now the company exports to the US, the
Dominican Republic, and to Peru. Additional information on
Geci Espanola's website indicates that the mother company
also contributed to a aviation landing system project in Cayo
Cuco, Cuba. More information on the companies can be found
