1. (C/NF) Providing further details of UK efforts to obtain
autonomous EU sanctions against Iran (see ref),the Foreign
and Commonwealth Office on January 30 gave London Iran
Watcher (Poloff) a list of 18 entities and 14 individuals
that the FCO says the UK and France have jointly proposed to
EU governments be added to existing EU asset freezes and
travel bans.


2. (C/NF) Isabella McCrae and Elizabeth Rickett of FCO's
CounterProliferation Department provided the list for
information only, and on condition USG not discuss or
otherwise engage with EU governments or the EU on any
specific names or entities on the list. The list is as

3. (C/NF) Rickett said the UK and France plan to discuss
these names at an EU experts meeting February 6, but that the
UK expects these names can only be added after a third
resolution is adopted by the UNSCR. Rickett said the exact
sequence and routing of these proposed names through EU
mechanisms prior to ministerial consideration remains "hazy."
(Embassy comment. Rickett's comments linked EU approval of
this list to prior passage of a third UNSCR more explicitly
than other FCO officials, who had suggested (ref) this
expansion of existing EU travel and assets lists might occur
prior to UNSC adoption of a third resolution. End comment.)
