(C) HMG will "try to (use its) influence8 so that
Afghanistan can get on the IAEA Board of Governors in lieu of
Syria, George Sherriff of the Foreign and Commonwealth
Office,s Counter Proliferation Department told Poloff August
19. He added that one strategy might be to approach
"non-friends of Syria" in order to influence Arab states.
Sherriff opined that if Afghanistan,s candidacy went before
IAEA,s General Conference, Afghanistan would probably
prevail, although it would be &ideal8 if Afghanistan were
the Middle East and South Asia Group's (MESA) preferred
candidate for a seat on the Board of Governors. He observed,
however, that within MESA "Arab states would likely stick
with Arab states," even Syria.
