1. (SBU) Ambassador spoke with Foreign Minister Leopold
Gnininvi at a small dinner on June 6 regarding Ambassador
Swing,s candidacy as IOM Director General. Gnininvi had just
returned from the TICAD Conference in Tokyo.
2. (SBU) At Gnininvi,s request, Ambassador followed up with
a phone call on June 9. Gnininvi indicated on both occasions
that Togo was fully behind Swing,s candidacy and recalled
that he had met with Swing on the margins of the last AU
summit in Addis.
3. (SBU) Ambassador emphasized the importance of Togo having
a delegate at the June 18 vote in Geneva, as proxy voting
will not be authorized. Gnininvi took note and indicated that
the Togolese embassy in Paris would be tasked with
representing the GOT at the meeting. He said he would
instruct the Foreign Ministry,s Secretary General to follow
up. He said he would inform us if there were any changes to
this course of action.
4. (SBU) Shortly after the Ambassador spoke with the Foreign
Minister, Secretary General Kodjo Menan contacted the PolEcon
Officer to request a copy of the talking points we had
presented to him earlier.
