1. (C) On December 12, Emboff delivered ref A's demarche to
Marija Adanja, head of the International Development
Cooperation and Humanitarian Assistance Division, informing
her of the change of date of the proposed conference and
urging Slovenia to participate and to provide financial
assistance. On December 16 Adanja confirmed Slovenia's
previous response that it would be unlikely to be able to
make a pledge or attend the conference (ref B). She
explained that Slovenia's limited development assistance was
not oriented to Asia, but to the Western Balkans, eastern
Europe, and sub-Saharan Africa.
