(SBU) On July 10, Emboff informed Irina Gorsic, MFA Security
Policy Division, about the details of the new DOD policy on
cluster munitions. Gorsic welcomed the new policy and noted
that she expected the EU to issue a joint response to this
good news. She added that Slovenia, like the EU, would like
a legally binding international instrument by the end of this
year. While Slovenia is part of the Oslo Process, the GOS
had not decided whether it would sign the new convention;
rather, Slovenia favored the CCW process in Geneva.
