SUBJECT: SLOVENIA EU PRESIDENCY WELCOMES US ACTIONS ON
SIX-PARTY TALKS SECOND PHASE COMMITMENTS
REF: STATE 69020
Classified By: AMB. YOUSIF B. GHARFARI FOR REASONS: 1.4 (B,D)
(C) On June 27, Emboffs met with MFA Asia, Africa, and
Pacific Division Minister Plenipotentiary Jasna Lhotka to
solicit the Slovenian EU Presidency's reaction to the US
lifting the application of the Trading with the Enemy Act
(TWEA) on North Korea and North Korean's submission of a
declaration of its nuclear programs, per reftel. Lhotka
welcomes the move because lifting the sanctions demonstrates
progress and the EU wants the process to continue. Lhotka
emphasized that the main objective for everyone is to see a
denuclearized Korean peninsula. Lhotka commented that it is
good the US is "showing benevolence" in this process, and
hopes it will persist. Lhotka also hopes that the
International Atomic Energy Agency (IAEA) will be more
involved, as more can be done about peace arrangements in the
future. Note: as previewed by Lhotka, on June 30, the
Slovenian Presidency issued a declaration on behalf of the EU
on the Six Party Talks process.
