(C) On June 27, Emboffs met with MFA Asia, Africa, and
Pacific Division Third Secretary Matjaz Marko and urged the
GOS to join the U.S. in continuing to insist on access,
transparency, and accountability of assistance in the next
phase of relief efforts to Burma, per reftel. Marko
highlighted areas of agreement between the U.S. and EU
positions and referred to the June 20 European Council
Conclusions that call on the Burmese authorities to remove
all remaining restrictions on the distribution of
international aid and release political prisoners. Marko
reiterated other points made in the European Council
Conclusions on Burma including EU regrets about the flawed
May 10 referendum and the decision of the Burmese authorities
to renew Daw Aung San Suu Kyi's house arrest.

(C) Marko stressed that the EU's priority is humanitarian
assistance to Burma. He explained that the EU is careful,
however, not to push the junta too strongly as the EU fears
it could be counterproductive to humanitarian aid and relief
efforts. Marko also mentioned that EU Special Envoy for
Burma/Myanmar Piero Fassino recently traveled to the region
and visited Vietnam, Laos, Singapore, and Malaysia, met the
ASEAN Secretariat, and invited representatives from the
region to Brussels.
