1. Per reftel, Embassy delivered Secretary Rice's invitation
to attend the Washington International Renewable Energy
Conference (WIREC) to Peruvian Foreign Minister Jose Antonio
Garcia Belaunde under cover of a diplomatic note on January
9. Post also shared copies with the Mining and Energy
Ministry, the Investment Promotion Agency (ProInversion),and
working level contacts at the Foreign Ministry.
2. Econoff discussed WIREC with Vice Minister of Energy Pedro
Gamio, who will push for high-level Peruvian participation as
Peru is especially interested in these issues. A
complicating factor may be the APEC Energy Working Group,
which is scheduled to take place in Peru the same week.
Embassy will explore the possibility of changing the APEC
dates, and will continue to encourage GOP participation in
