1. (S-REL UP) We provided ref A talking points April 7 to MFA Arms Control and Military-Technical Cooperation Counselor Oleh Belokolos during an previously planned meeting. Belokolos said he would distribute our information regarding Motor Sich's contract to overhaul Syrian military aircraft engines to the relevant Ukrainian offices for follow-up investigation and action. He would get our non-paper translated April 8, but he observed that his imminent departure for the MTCR reinforced meeting in Paris could delay distribution for a few days. (Note: As Ukrainian officials have noted previously, their action on our requests could be expedited if we would provide a courtesy translation of the non-papers into either Ukrainian or Russian, a service that we cannot provide at post due to their classification and must be done in Washington.) 2. (S-REL UP) At the same meeting, Belokolos orally provided the Ukrainian government response to our claim that four individuals from China's Fourth Academy, which develops and manufactures solid rocket motors for Chinese missile and satellite programs, could be due to receive training from Ukraine's E.O. Paton Electric Welding Institute (refs C and D). He said the Paton Institute did not offer any training for Chinese Fourth Academy officials in 2008 and stressed that Ukraine takes its MTCR obligations seriously. Belokolos added his personal comment that Ukraine's stringent export control procedures made it unlikely that a Ukrainian institute could provide any MTCR-related training to non-Ukrainians. 3. (S-REL UP) Belokolos also provided unofficial translations of two Ukrainian government non-papers responding to previous USG inquiries (ref B), as follows (with minor edits): A. Conventional arms sale to South Sudan. Begin text. -- During the Ukraine-U.S. Nonproliferation and Export Control Working Group meeting, which took place on February 14-15, 2008, you forwarded to us the information that Ukraine allegedly concluded a contract on supplying a range of military equipment to the Government of South Sudan, and the Government of Kenya was also involved in carrying out this transfer. In this connection we would like to mention the following. -- The Government of Ukraine does not recognize the Government of South Sudan. The U.S. Government is aware of that. The Government of Ukraine does not maintain any contacts with it, including military and technical ties, does not supply and does not plan to supply any armaments to the Government of South Sudan. -- In the spirit of the relations of strategic partnership, we would like to inform you that in 2007 Ukraine supplied T-72 tanks for the needs of the Ministry of Defense of Kenya. The supplying was carried out through the Mombasa port, Kenya. As a result of the delivery of the mentioned products, the appropriate documents regarding their transfer to the end-user -- the Ministry of Defense of Kenya -- have been validated. -- Carrying out the military and technical cooperation with foreign countries, Ukraine is guided by the corresponding UN Security Council resolutions, and the rules defined by the international export control regimes in the arms trade sphere. Ukraine, in corpore, submits information on the international arms transfers to the UN, OSCE and the Wassenaar Arrangement. End text. B. Arsenal and China. Begin text. -- In the spirit of our partnership in the nonproliferation sphere and in response to the request of the American side, we would like to inform about the following. -- Design Bureau of the State Enterprise "Arsenal" in September 2007 did not plan and did not carry out the negotiations with the representatives of Beijing Institute of Aerospace Control Devices (BIACD). -- The State Enterprise "Arsenal" in 2007 did not carry out the transfers of UGT-A high-accuracy gyrotheodolite to China's Yuanfeng Precision Machinery Research institute or Hongyan Machinery Factory. -- The military good and dual -use items transfers to China are carried out in accordance with the Ukrainian export controld legislation and international nonproliferation obligations.
