1. (U) Kuwaiti press reported on July 8 that Kuwaiti
terrorist financier and UNSCR 1267 designee Mubarak
Al-Bathali (see reftel) was released on 1000 KD (USD 3775)
bail, but is banned from travel (Note: His January 2008 UN
1267 designation already bans his international travel. End
note.) Press reporting suggests that Detention Renewal Judge
Enezi presided over the case, but fails to include any
information concerning the reason for his release. Embassy
will continue to follow this and report septel.
