(SBU) On January 17, A/POLCOUNS joined UK Embassy Deputy Head
of Mission, Tim Stew, in inviting MFA International
Organizations Director, Ambassador Mansour Al-Otaibi, to
participate in the February 7 one-day outreach meeting in
London on the Proliferation Security Initiative (PSI).
Otaibi showed interest in attending or sending a
representative from Kuwait to the meeting, but expressed
reservation about participating in an event not under the UN
umbrella, an act he viewed as likely to arouse Iranian
suspicion. A/POLCOUNS reminded Otaibi that Kuwait had
previously endorsed the PSI, and provided him background
information on PSI activities. In a follow-up conversation
on January 28, Stew said that the GOK would send a
representative (most likely the DCM) from its embassy in
London.
