Per reftel instruction, in an August 28 meeting with MFA
Undersecretary for Europe Mahinder Singh, DCM solicited GOM
views on Serbia's UNGA resolution to request an ICJ advisory
opinion on Kosovo's declaration of independence, noting that
we have strong concerns about the Serbian initiative. Stating
that Malaysia has "held back" on recognition of Kosovo,
Mahinder said a number of EU countries had approached the GOM
on this issue, but his government was still in the process of
making a decision. Similarly, he indicated that the GOM was
still considering its position on the ICJ resolution, but in
the end "may have to go along" with it, noting that the GOM
itself had taken a number of cases to the ICJ, which it held
in high regard. Mahinder also offered that the Belgrade
government had an understandable need to appease domestic
opinion in Serbia.
