1. Pursuant to reftels, econoff contacted the Malaysian firm
Kontena Nasional Global Sdn Bhd regarding the sale of plastic
bonded explosives to Malaysia. Utilizing one of our Locally
Employed Staff (LES) at the Embassy -- due to the company's
insistence on communicating only in the Bahasa language -- we
received a name and phone number for a point of contact (POC)
at the Royal Malaysia Police (RMP). The LES spoke with the
POC at RMP, who stated that the explosives were for use by
the RMP's "Bomb Squad". The LES said that the RMP POC
appeared to know details about the deal, which indicated that
at least some (possibly all) of the explosives were for use
by RMP as claimed. The LES said that the POC was within an
RMP office, and sounded like a legitimate RMP officer (vice
an impersonator). Kontena would not agree to a site visit
(although this was not requested by reftels). Embassy
believes that the RMP is probably the true end user of the
explosives. RMP does in fact have a "Bomb Squad", but
probably uses a more formal name such as Explosives and
Ordnance Removal, etc.
