1. (U) This is an action request. Please see paragraph 4.


2. (SBU) The Malaysian Royal Police (RMP) will hold
trafficking in persons (TIP) training for their officers as
they continue to develop their capacity to enforce their new
anti-trafficking in persons law. The RMP has not yet set the
date for the training. As part of their program, they would
like to invite a U.S. expert speaker. The RMP's D-7 office,
with responsibility for anti-trafficking, inquired about the
costs to bring a subject matter expert from the United
States. Within D-7, Police Senior Assistant Commissioner
Rodwan leads the RMP's efforts to address TIP and effectively
enforce the new TIP law. He understands the difficulty
facing the RMP as it seeks to build its TIP fighting
capabilities. D-7 is interested in a person who can speak on
the implementation of a TIP law and its effectiveness, or a
similar basic topic.


3. (SBU) Post strongly supports providing technical
assistance and subject matter experts to the RMP. We have an
opportunity to influence the RMP's approach to combating TIP
and convey best practices at a key juncture. The RMP's query
follows several ICITAP sponsored events that included RMP
participation (reftel). The identification of a U.S. TIP
speaker would be in addition to future ICITAP-sponsored
seminars.


4. (U) Action Request: Post requests the Department
identify several expert U.S. speakers who might be available
to join in a one-week training event with the RMP on aspects
of TIP law enforcement. Post would share the names and
resumes or background information on the speakers with the
RMP. It appears that the RMP may be willing to pay for the
speaker's participation, so this request does not require
allocation of funding.
