I. SUMMARY
Additional Protocol Commodities Identification Training was
conducted in Jakarta; Singapore government officials attended
RADACAD in Washington State; Wassenaar Arrangement
Dual-Use/National Control List training was conducted in
Singapore; and Philippine officials attended an ISIT course
in Manila. END SUMMARY

II. COMPLETED ACTIONS FOR THE REPORTING PERIOD

A. SITE ASSESSMENTS AND MEETINGS DURING REPORTING PERIOD

1. November 04-07 the Advisor was in Jakarta to attend the
Additional Protocol Commodities Identification Training (AP
CIT) and met with officials from the Nuclear Energy
Regulatory Agency (BAPETEN) and the National Nuclear Energy
Agency (BATAN) to discuss the AP-CIT and gauge their interest
in further cooperative efforts with the EXBS program,
specifically in regard to nuclear issues. Mr. Sukarman
Aminjoyo, Chairman of BAPETEN, and Mr. Adiwardojo, Deputy
Chairman of BATAN, voiced their support for the workshop and
for continued engagement with US State Department and
Department of Energy officials, even asking how early in 2008
another workshop could be arranged. EXBS will coordinate
with Embassy Jakarta and the Indonesian agencies to conduct
additional training the first quarter of 2008.


2. The Advisor was on annual leave November 12-23.


3. The Advisor and a CBP officer assigned to CSI in Port
Klang, Malaysia met with two representatives of the Canadian
government to discuss port security measures and export
controls in Malaysia. Ted Flanigan, based in Ottawa, and
Shawn Macwha, of the Canadian High Commission in Kuala
Lumpur, shared their views of export controls, past and
future training with Government of Malaysia entities, and
proliferation concerns in the region.


4. The Advisor met with the DCM, POL Counselor, and POLOFF

from Embassy Singapore on December 07 to provide them with
feedback on the training underway for Singapore Customs and
the impending January 01, 2008 implementation of Singapore's
expanded control lists. The Advisor had similar discussions
with Ms Fauziah Sani of Singapore Customs and Mr. John Wong
Keng Jee of the Defense Science and Technology Agency; future
EXBS training options with Singapore were also discussed.


5. The Advisor met with Embassy Manila officials during the
week of December 10-14 to discuss ongoing training with the
Philippine Bureau of Customs and several issues raised during
the ISIT course. The Advisor briefed the ECON Counselor on
current and proposed EXBS training and met with FBI and ICE
officials to discuss potential areas of collaboration. The
Advisor and CBP officer Jack Ramsey met with Alexander
Arevalo, Deputy Commissioner, Bureau of Customs, to discuss
cooperative efforts and received a briefing on Philippine
progress on developing the Single Window concept.


B. TRAINING CONDUCTED DURING REPORTING PERIOD

1. An AP CIT was conducted in Jakarta November 05-07 by US
Department of Energy representatives. A total of thirty-five
Indonesian officials from BATAN, BAPETEN, the Ministry of
Defense, Directorate of Customs and Excise, and the
Department of Trade participated in the three-day event.


2. Sixteen Singapore officials attended Radiation Academy
training in Richland, WA, November 05-09. A representative
from the ICE office in Embassy Singapore accompanied the
delegates from Singapore Customs, Immigration and Checkpoints
Authority, Singapore Armed Forces, the National Environment
Agency, Singapore Police Coast Guard, the Internal Security
Department, and the Singapore Police Force.


3. Contractors from Commonwealth Trading Partners (CTP) along

with personnel from the US Departments of State, Commerce,
Energy, and Defense conducted a Wassenaar Arrangement
Dual-Use/National Control List workshop in Singapore December
04-07. This EXBS-funded workshop was tailored to requests
from Singapore Customs to provide their licensing officials
with additional information and practical examples of items
from the expanded control lists scheduled to go into effect
on January 01, 2008. The workshop was attended by a total of
62 individuals from Singapore Customs, Defense Science
Technology Agency, Ministry of Defense, Economic Development
Board, Arms and Explosives Branch, and the National
Environment Agency.


4. International Seaport Interdiction Training was conducted
by CBP officers in Manila December 10-14. Co-hosted by the
Philippines' Bureau of Customs, the training was attended by
26 participants and 20 observers from Bureau of Customs,
Office of the Special Envoy for Transnational Crime,
Department of Trade and Industry, and the Philippine Nuclear
Research Institute.

D. IMMINENT TRAINING OR EQUIPMENT STATUS UPDATE


1. WMD Commodities Identification Training is planned for
February 26-28 in Manila.


2. A legal and regulatory workshop is scheduled March 03-05
in Indonesia.


3. WMD Commodities Identification Training is scheduled March
10-14 in Indonesia.
